Liam began his journey with RPA in July 2023, bringing with him valuable experience from his time working for a contractor. Joining RPA marks a shift to the consultancy side, where he aims to leverage his previous experience to excel in Quantity Surveying and Project Management. As part of RPA, Liam looks forward to further developing and enhancing his skills in these areas. Through our rigorous training and development program, Liam will have the opportunity to complete his degree while gaining practical experience at RPA. Following this, he plans to pursue his chartership with the Royal Institute of Chartered Surveyors (RICS), supported by the resources and mentorship available at RPA.

Paul began his career with RPA in November 2009 as a Trainee Quantity Surveyor, marking the start of a journey filled with varied and valuable experience across the construction industry. After achieving RICS accreditation in 2015, he broadened his expertise at a multi disciplinary practice from summer 2019, delivering projects ranging in value from £200,000 to £20 million. In 2020, Paul returned to RPA as an Associate Director and was recently promoted to Regional Director of our Swansea office. His reputation with clients is exemplary many chose to continue working with him during his time away from the business and again upon his return, a testament to the trust and respect he consistently earns. Paul is known for his pragmatic, reliable approach and his ability to exceed client expectations, fostering long-term relationships built on confidence and performance. He brings particular expertise in the renewables sector, where he is regularly engaged by specialist developers to support the delivery of PV farms, battery storage facilities, and wind farms. In addition, he works closely with major social landlords to support the integration of PV installations across existing housing stock. As Regional Director for Swansea and the wider West Region, Paul leads a diverse portfolio covering the residential, commercial, and renewables sectors. His capabilities span multiple roles, including Employer's Agent, Project Manager, Cost Consultant, and Principal Designer.

Tudor embarked on his journey with RPA in 2003 as a Trainee Graduate Surveyor, undergoing RPA's renowned training program and achieving his RICS Chartership in 2013. With two decades of experience in the construction industry, Tudor has emerged as an authority in both the Social Housing Sector and Elderly Healthcare provision across Wales. In addition to his specialised expertise, Tudor boasts extensive experience across various contract forms, spanning from the JCT Design & Build to the NEC and PPC2000 suites. His proficiency in OJEU procurement has positioned him as a go-to resource for clients seeking guidance on procurement rules and procedures. Aligned with RPA's commitment to fostering enduring client relationships, many of Tudor's clients have been collaborating with him for over a decade, a testament to his dedication to maintaining meaningful partnerships for the long term. While Tudor has numerous career highlights, his involvement in Wales' first Modular Care Home stands out as a particularly cherished project. At RPA, Tudor takes the lead on Social Housing and Elderly Residential projects, while also collaborating with Leanne in overseeing Health & Safety initiatives.

Heidi joined RPA in 2022 to strengthen the Administration team. An experienced Credit Controller, she excels in managing client accounts, reducing aged debt, and ensuring timely collections. With expertise in credit management, account reconciliation, and dispute resolution, Heidi helps maintain healthy cash flow while fostering positive client relationships. She also supports the wider financial management team and assists the Office Manager in ensuring smooth office operations.

Lloyd joined RPA as a Graduate Surveyor in 2016, boasting a first-class honours degree, and was initially stationed at the Cardiff office. Since then, he has ascended from a Senior Surveyor to the position of Associate Director. With notable contract awards in London, Lloyd relocated to the Bristol Office to assist Dave in its day-to-day operations while overseeing our London projects, contributing significantly to the growth of our London Office. His expertise is prominently displayed in the Social Housing Sector, where he has spearheaded some of our largest projects, collaborating with local, regional, and tier 1 National Contractors. Utilizing both the JCT suite of contracts and the NEC forms, Lloyd has demonstrated his proficiency in contract administration and Employers Agent roles. Lloyd's standout trait lies in his adeptness at fostering enduring relationships. Renowned for his diligence as a Contract Administrator/Employers Agent and NEC Supervisor, he navigates challenging situations with fairness and responsiveness. Among his notable projects, Frank Towel Court in London holds a special place for Lloyd, owing to its challenging nature and the relationships built throughout its execution.

As a qualified Architect who has transitioned into the realm of Construction Design and Management (CDM), James boasts a wealth of experience across diverse sectors including healthcare, education, leisure, and residential. His extensive industry exposure has equipped him with invaluable insights and expertise. James's journey into roles within CDM was guided by his rich experience and adeptness, enabling him to assume positions with authority and knowledge, particularly as a Principal Designer. With a proven track record, James is well-versed in liaising with clients, designers, principal contractors, and suppliers throughout the lifecycle of construction projects. His diligent and proactive nature significantly contributes to project success. At RPA, James spearheads all CDM/Principal Designer services, leveraging his extensive knowledge to ensure the delivery of unparalleled PD services. His leadership ensures that RPA's CDM services stand out as second to none.

Nick has been with RPA since 1998 and sat as a director of the company for 18 years and Managing Director for 4 years. Nick has stepped down as a Director but continues to be heavily involved in the business ensuring RPA continues to grow and flourish 

Nick is well known across the UK construction industry and has over nearly 40 years of professional experience which is an asset to the ongoing growth and development of RPA.

 

Nick now works with a number of large public sector clients (and private land owners) advising them on how best to design and develop large parcels of land, managing design teams and undertaking viability studies and site appraisals to inform decisions at regional and national level.

Since completing an Honors Degree in Quantity Surveying at Reading University in 1985, Nick has now gained nearly 40 years’ experience as a Chartered Surveyor in the fields of Project Management and Construction Cost Control, primarily representing Clients in the procurement of major building projects in many sectors including Commercial, Residential, Retail, Leisure, healthcare, across both the private and public sectors.

Nick has also been involved in a number of projects within the renewable energy sector where we have provided Cost Consultancy services and seconded staff into specialist construction providers of Photovoltaic Parks and Wind Farms across the UK. 

Nick has also acted as Expert Witness on a number of construction contract disputes, adjudications and mediations

Tom embarked on his career journey with RPA as an apprentice, joining straight out of school and simultaneously enrolling in a part-time degree course at the University of South Wales. Following the completion of his degree, Tom achieved his Chartership in 2022 and has since ascended to the role of Associate Director. With nearly a decade of experience under his belt, Tom has evolved into a highly adept Surveyor, earning recognition for his diligent approach to both clients and projects. While Tom has worked across various sectors, he has begun to specialize in Commercial and Educational projects, alongside conducting Funder Due Diligence for numerous financial institutions. Tom is currently leading RPA's latest digital transformation efforts, ensuring the company remains at the forefront of digitalization in the industry. This includes implementing sustainable and efficient workflows, with a focus on digital processing of build contracts while ensuring compliance with contractual legalities and maintaining stringent quality assurance procedures with solicitors' assistance. One of Tom's proudest achievements is his involvement in the delivery of the Everyman Cinema in Cardiff Bay.

Thomas joined RPA in September 2021 after graduating from the University of South Wales with a Second-Class Honours degree. Since then, he has quickly developed his technical knowledge and practical understanding, gaining valuable experience across a diverse range of projects. With a strong ambition to achieve Chartered Surveyor status through the Royal Institute of Chartered Surveyors, Thomas is currently progressing under RPA’s structured training and mentorship programme. He is passionate about expanding his expertise, taking ownership of new schemes, and supporting both office-based and site-based operations. Thomas continues to strengthen his experience through hands-on project involvement, demonstrating a keen eye for detail and a proactive approach to learning. With a growing portfolio and clear career ambitions, he is establishing himself as a valued member of the RPA team.

Tom embarked on his journey with RPA in October 2022, fresh from graduating with an Upper Second-Class Honours degree from the University of South Wales (USW). Since joining RPA, Tom has been on a rapid developmental trajectory, showing a keen interest in refining traditional Quantity Surveying (QS) skills, particularly in handling Schedule of Works and Bills of Quantities. His dedication has seen him closely collaborating with senior members of RPA, where he continues to sharpen his skills while gaining invaluable exposure to traditional contract forms, subcontracting dynamics, and large-scale projects alongside tier 1 national contractors. Tom's current aspiration is to attain his Chartership with the Royal Institute of Chartered Surveyors (RICS), a goal he pursues under the supportive umbrella of RPA's focused training program.

James began his journey with RPA in 2006, joining our training program straight out of school. Graduating in 2011, he swiftly became an integral part of the team, advancing to Associate Director and eventually Director, achieving Chartership in 2014. With a solid foundation in traditional Quantity Surveying, James has played a pivotal role in some of RPA's most intricate projects. His expertise extends to large-scale master plans, where his proficiency in cost planning shines. James has earned the trust of major developers across South Wales. Beyond cost planning, he boasts a diverse portfolio, spanning Residential, Commercial, Industrial, Retail, Primary Care, and Sustainable Technologies sectors. Providing Quantity Surveying, Employer’s Agent, and Project Management services, James serves clients in both public and private sectors. At RPA, James spearheads cost planning efforts and receives support from Leanne in HR matters and overall company compliance and quality assurance.

Kelly joined RPA as a Technical Assistant in January 2025. She brings a wealth of experience from her involvement in numerous exciting projects, including Goodsheds in Barry and Newport Market, where she worked alongside the Project Manager. With 8 years of experience in the construction industry, Kelly is well-versed in project administration across both private and public sectors. She is also NEBOSH-qualified, enabling her to collaborate closely with our Principal Designer and Project Managers to ensure that projects meet their key performance indicators.

Alex joined RPA as an Associate Director,  in the summer of 2024, bringing with him a wealth of experience from numerous exciting projects, including Goodsheds in Barry and Newport Market, as Project Manager. With 17 years of experience in the construction industry, Alex is a Project Manager well-versed in both private and public sector projects. He specialises in managing and leading project teams through the construction of new buildings, extensive refurbishments, and complex mixed-use developments from inception to completion. Known for his effective communication skills and support for key staff and stakeholders, Alex ensures that projects meet their key performance indicators.

Since joining RPA in 2013, Leanne has been instrumental in ensuring the smooth operation of the business, serving as the linchpin that holds RPA together. With oversight of several critical business functions, Leanne serves as the Lead for HR, Compliance & Insurances, and plays a pivotal role in orchestrating events and marketing efforts, including spearheading bids and frameworks. Additionally, she undertakes the enviable task of organising RPA's numerous staff away days and social gatherings. Recently, Leanne completed her ILM Performance Management Course Level 4, further enhancing her capabilities. This accomplishment has led her to take on additional responsibilities, including leading HR initiatives and staff inductions, as well as mentoring Graduate & Trainee Surveyors throughout the organisation, fostering their personal development and well-being.

Adam transitioned to RPA in the summer of 2023 following the conclusion of his professional football career. Eager to embark on a new path, he recently enrolled in the Quantity Surveying and Construction Management Course at the University of South Wales, aligning with RPA's commitment to nurturing young and ambitious talent. In his role, Adam will work alongside senior surveyors, contributing to various aspects of Project Management and Quantity Surveying. Through this hands-on experience, he aims to acquire valuable knowledge and practical skills as he progresses in his career.

Owen recently joined RPA through our Training and Development programme, following a successful work experience placement with us in early 2025. Recruited via Network75, Owen is combining his university studies with hands-on project experience, gaining valuable insight into the construction industry from both academic and practical perspectives. At the very beginning of his career, Owen is focused on building a strong foundation of skills and knowledge with the support of the wider RPA team. His long-term ambition is to progress towards chartership through the RICS APC pathway, continuing his professional journey with RPA.

Ben commenced his journey with RPA in 2012 as a Graduate Trainee, enrolling in RPA's esteemed training program and steadily advancing to achieve his Chartership in 2016. Throughout his tenure at RPA, Ben has amassed a diverse portfolio of experience, encompassing Social Housing Schemes, private sector residential projects, high-rise developments, Fund Monitoring, regeneration initiatives, and notably, several high-profile listed building conversions. With a comprehensive understanding of various contract forms, Ben specialises in the JCT suite, proficiently navigating Design & Build, Traditional, and Management contract types. His involvement in heritage projects has honed his expertise in complex funding strategies and procurement methods, crucial for achieving project success. Ben prioritises the cultivation of long-term client relationships, ensuring a thorough comprehension of their needs and requirements. Many clients have continued to collaborate with Ben since his early days at RPA, a testament to his tailored and client-centric approach. Among Ben's notable projects, two stand out as particularly cherished: the Rest in Porthcawl, a luxury renovation and new build apartment complex, and the refurbishment of Newport Market. Both projects have garnered recognition and are among Ben's proudest achievements.

Blayne joined RPA during the summer of 2023, following a week of work experience in spring 2023. Inspired by his time at RPA, he has recently enrolled at the University of the West of England to pursue a degree in Quantity Surveying and Construction Management, a path followed by many successful professionals at RPA. In his role, Blayne will work closely with Senior Surveyors, contributing to various aspects of Project Management and Quantity Surveying. This hands-on experience will provide him with valuable knowledge and practical skills as he progresses in his career.

Elen is a dedicated Project Manager at RPA, bringing strong academic foundations and practical experience to the delivery of complex projects. She holds a Bachelor of Science degree from Cardiff University and a Master’s degree from the University of Greenwich. Since joining RPA in 2025, Elen has become an invaluable member of the team, known for her proactive approach and commitment to delivering high-quality outcomes. With experience spanning both the public and private sectors, Elen has led and supported a variety of construction and redevelopment projects. Her strengths lie in stakeholder coordination, risk management, and maintaining project momentum across all stages of delivery. She is continually building her expertise in construction processes, contract management, and heritage development.

David initially joined RPA as a Graduate in 2007, later transitioning to a national practice closer to his roots in South West England. However, with RPA's expansion into Bristol and surrounding areas, David returned in March 2013 to contribute to RPA's growth in the South West and subsequently in London. Beginning by supporting RPA's regional offices, David swiftly rose to become the regional lead and is now a Director at RPA, with a focus on the South West and London regions. Achieving chartership in 2014, David possesses extensive knowledge of contract administration, likely influenced by his background in Law. In the South West, David has earned a stellar reputation for his meticulous consultancy work, assembling a strong team to uphold RPA's reputation for excellence. His expertise lies notably in the private residential sector, collaborating with major developers and PLC house builders. Additionally, David serves as a fund monitor for numerous banks and funds. Recent projects include overseeing remediation efforts for large, multi-use sites and collaborating closely with clients to facilitate the progression of schemes through infrastructure projects, ensuring smooth execution and unlocking the potential of sites.

Ryan joined RPA in September 2016 through our Apprentice & Trainee scheme, simultaneously pursuing a Part-Time Degree at the University of South Wales. Graduating with first-class honours in Quantity Surveying & Commercial Management in 2021, Ryan has demonstrated exceptional competence and professionalism as a Surveyor. He remains dedicated to delivering work of the highest caliber, actively contributing to RPA's residential and commercial projects. Specialising in Employers Agent roles, Ryan possesses a comprehensive understanding of the JCT suite of contracts. In addition to his core responsibilities, Ryan provides Fund Bank Monitoring and Project Management Services to our clients. He particularly found fulfillment in his involvement with Glenwood Church in Cardiff, where he contributed to the extension funded by the Welsh Government and lottery funding.

Lyndon boasts over 35 years of invaluable experience in the construction industry. His journey with RPA began in 1999, and although he briefly departed to contribute his expertise to another regional practice, he ultimately returned to the RPA family. Following a notable project involving the expansion of units for a prominent national supermarket chain, Lyndon has once again chosen to lend his expertise to RPA, enriching our team with his extensive knowledge. One of Lyndon's most sought-after skills lies in his proficiency in completing builders quantities and detailed cost plans that can be unequivocally relied upon. Now a vital member of the RPA team, he is passionately engaged in mentoring the younger members, ensuring the seamless transfer of knowledge and the nurturing of the "next generation" of cost planners within RPA.

Ewan Williams is an Project Surveyor at RPA, working across the firm’s Bristol, Cardiff, and Swansea offices. He brings proven commercial expertise gained at a leading London consultancy, where he worked on some of the UK’s most high-profile developments. A 2022 graduate from the University of the West of England in Quantity Surveying & Commercial Management, Ewan began his career for a Consulting firm in London renowned for delivering landmark projects across the capital. Over two years, he contributed to schemes developing specialist skills in procurement, tendering, cost reporting, contract administration, and valuation processes. Ewan’s experience includes managing tender packages, compiling contractual documentation, overseeing cost reporting and cashflow analysis, and leading valuation exercises on large-scale commercial projects. His ability to work closely with design teams, contractors, and stakeholders ensures projects are delivered with precision, value, and efficiency. Known for his strong work ethic, communication skills, and collaborative approach, Ewan has also made an impact beyond his core role organising company wide knowledge sharing events, contributing to specialist working groups, and coordinating social activities to strengthen team culture. Now applying his skills across RPA’s regional network, Ewan brings both big city commercial insight and a local understanding of the South West and South Wales markets, delivering exceptional service to clients from project inception to completion.
