Frank Towell Court

RPA were employed as Employers Agent / Cost Consultant by the London Borough of Hounslow for the design and construction of 102 residential units at Frank Towell Court, Feltham.

The scheme

The development consisted of:

Demolition of existing garages

Knotweed removal and remediation

75nr. flats (including 11nr. wheelchair accessible)

22nr. maisonette apartments

5nr. Mews houses

External works and drainage (site clearance, knotweed removal, management of ecology issues, car parking, adoptable highways, amenity areas, soft / hard landscaping and statutory services)

RPA were initially commissioned by the client during the Concept Design stages back in 2018 with our scope extended to Employers Agent for the procurement and construction stages in early 2019.

Throughout the design development stages we were required to produce various cost plans / offer cost advice, enabling the Client’s preferred accommodation mix to be established and planning permission be obtained. Following the 1st stage of a two-stage tender process and entering into a PCSA with the preferred Contractor, RPA worked closely with both the Client and Contractor on an open book basis, to analyse each sub-contractor package which included reviewing market tested quotations with the Contractor. This enabled RPA to offer accurate cost reporting / budget management advice to the Client prior to compiling the contract documents for a start date in March 2021.

RPA continued as Employers Agent during the construction phase of the project, overcoming numerous on-site challenges and aiding in delivery of the project on-time and under the client’s development budget.
